Bring water to a boil in a small pot or kettle. Add dried lavender, remove from heat, cover, and let steep for 5 minutes.

While the lavender steeps, warm the milk until steaming but not boiling to maintain its smooth texture.

Strain the lavender tea into a pitcher, add the warmed milk, and stir well. Add honey or sugar and optional vanilla extract to taste.

Serve hot in cups, or let cool and serve over ice for a refreshing cold version.
