Peel both cucumbers and slice them lengthwise into two long halves. Slice each half lengthwise into 4-5 sticks. Each wrap will use one halved cucumber cut into sticks.

Combine basil, garlic, parsley, lemon juice, salt, milk, Greek yogurt, and scallions in a food processor or blender. Process until smooth. Reserve extra dressing for later use.

In a bowl, combine softened cream cheese with 1/3 cup + 1 tablespoon of green goddess dressing. Stir until smooth.

Lay a tortilla flat and spread with green goddess mixture, keeping it mostly towards the center. Sprinkle with 1/2 tablespoon grated Parmesan cheese, add a handful of romaine lettuce, and place a sliced half of cucumber. Roll up and secure with two toothpicks, then slice into halves. Repeat with remaining tortillas, cucumbers, and filling to make 4 wraps in total.
