Combine granulated sugar with 2 cups of boiling water in a saucepan. Bring mixture to a boil, stirring occasionally until sugar is completely dissolved. Remove from heat and add tea bags. Allow tea to steep for 5 minutes.

Discard tea bags. Stir ground cinnamon and ground nutmeg into the sweetened tea until thoroughly blended.

Pour the remaining 2 1/2 cups water, brewed tea mixture, cranberry juice cocktail, blood orange juice, and lemon juice into a large pitcher. Stir well to combine. Refrigerate until thoroughly chilled, approximately 2 hours.

Prior to serving, garnish with orange slices, whole cloves, and cinnamon sticks as desired. Serve cold over ice.
