Preheat oven to 400°F (204°C). Line a large baking sheet with parchment paper and set aside.

In a large bowl, combine the flour, baking powder, sugar, salt, and black pepper. Whisk to combine.

Using a large cheese grater, shred the cold butter into the dry ingredients. Use two forks or a pastry cutter to work the butter into the mixture until it becomes a coarse meal.

Stir in the rosemary, chopped apple, grated cheese, and crumbled bacon.

Add 1 cup + 3 tablespoons of the cream and stir with a fork until a sticky dough is formed. Turn the dough out onto a floured surface and knead it into a smooth ball, about 6-7 turns.

Pat the dough into a 1-inch (2.5 cm) thick round. Use a biscuit cutter to cut out as many rounds as possible, re-rolling the scraps as necessary.

Place the biscuits on the prepared baking sheet and brush each with the remaining cream. Bake for 18-20 minutes, or until golden brown.
