Cook macaroni according to package directions. Rinse, drain, and set aside. Spray a 10.5-inch by 7.5-inch baking dish with nonstick spray. Preheat oven to 375°F (190°C).

Melt butter in a large skillet over medium heat. Whisk in the flour and continue whisking to create a thick slurry.

Add whole milk, evaporated milk, onion powder, garlic powder, sea salt, black pepper, and Cajun seasoning to the skillet. Bring to a light simmer for 2 minutes, stirring frequently, until the mixture is slightly thickened.

Add mozzarella cheese and sharp cheddar cheese to the skillet. Stir continuously until the mixture is thick and creamy. Turn off the heat.

Add the cooked macaroni to the skillet and stir until the pasta is fully coated with the cheese sauce.

Pour the macaroni mixture into the prepared baking dish. Add a layer of extra cheese on top. Bake for 18 to 20 minutes, or until the cheese is melted and the edges are bubbly.
