Preheat oven to 375°F. Remove papery skins from garlic and cut top 1/2 inch off heads.

Place wire rack in rimmed baking sheet. Make 12x8 inch foil piece.

Place garlic on foil cut side up, drizzle with oil, season with salt and pepper. Seal foil packet.

Put 1 cup oil in ovenproof saucepan. Add garlic heads cut side down and cover.

Roast 45 minutes until cloves are golden and tender. Cool 5 minutes before squeezing out cloves.

Cook 20 minutes, flip garlic, cook 20-25 minutes more until tender. Cool 5-10 minutes before squeezing out cloves.
