Preheat oven to 350°F. Line a 9×13-inch baking dish with parchment paper and coat with nonstick spray. Set aside.

In a stand mixer bowl with paddle attachment, mix butter, brown sugar, and granulated sugar on medium speed for 2 minutes. Add eggs, vanilla, salt, cinnamon, baking soda, and baking powder, mixing until smooth. Scrape sides of bowl as needed.

Turn mixer to low and add flour and oats, mixing until combined.

Stir in chocolate chips, raisins, and walnuts until evenly incorporated.

Press mixture into prepared pan and bake for 20-25 minutes until edges are golden-brown and firm.

Allow bars to cool completely before cutting to prevent crumbling.
