Combine the pasta, sliced garlic, salt, and ground pepper in a large pot. Add water and bring to a boil over high heat. Stir frequently and boil for 8 minutes until partially cooked.

Add the artichoke hearts, chopped spinach, and peas to the pot. Cook, stirring frequently, until the pasta is tender and the water has almost evaporated, 2 to 4 minutes.

Remove the pot from heat and stir in half of the grated Parmesan, half-and-half, lemon zest, and lemon juice to taste. Let stand for 5 minutes, stirring occasionally.

Sprinkle the remaining Parmesan cheese over the dish before serving.
