Preheat oven to 375°F (190°C). Lightly coat the bottom of a 9 x 13-inch casserole dish with non-stick cooking spray.

Roll out crescent dough and separate into triangles. Place half a slice of cheese on each triangle, then roll around the hot dogs. Arrange the wrapped hot dogs in the prepared casserole dish.

In a small bowl, mix melted butter, garlic powder, and optional chopped chives. Brush the mixture over the hot dog rolls.

Cover the dish with aluminum foil and bake in the preheated oven for 25 minutes.

Remove the casserole from the oven and uncover. Spoon the chili around the hot dog rolls.

Return the dish to the oven and bake, uncovered, for an additional 15 minutes, or until the tops of the crescent rolls are golden brown.
