Preheat the oven to 400°F (200°C). Lightly grease a baking sheet lined with aluminum foil.

Heat the vegetable oil in a small pan over medium heat. Add the garlic and onions, and season with salt and pepper to taste. Sauté until tender, then set aside to cool.

Place the broccoli in a kitchen towel. Wrap the towel around the broccoli and squeeze to remove excess moisture. Transfer the drained broccoli to a large mixing bowl.

Add the panko breadcrumbs, cheddar cheese, parmesan cheese, beaten eggs, and salt and pepper to the bowl with the broccoli. Mix well to combine.

Shape the mixture into patties and place them on the prepared baking sheet.

Bake in the preheated oven for 15 minutes. Flip the patties and bake for another 15 minutes, or until browned and crispy.
